I have the honour to acknowledge receipt of Y.E.'s note of the 6th instant regarding a complaint made by the National Bank of China Limited, a British Company, to the effect that certain coal stored at Canton had been mortgaged to them by Feng Wa Chun against a loan of $200,000.

Y.E. states that in view of the facts you describe, this British Bank has the first lien on the coal, and that Feng Wa Chun is a British subject, so that if the Viceroy has any accusations to bring against him he should bring them before a British Court; that in any case this coal is now under the control, neither of Chou nor Feng but of the Bank; and you request that the Viceroy may be called upon at once to remove the attachment on the coal and so restore it to its rightful owners.

On receiving this Note, the Board at once communicated it by telegraph to the Viceroy at Canton, who has now replied to the following effect:-

"The Yao Hsiang Coalyard was established with share
